Decentralization Offering Better Results and Efficiency (DOBRE)
Ukraine Crisis Media Center is a partner of Global Communities in implementation of USAID’s five-year, $50 million program Decentralization Offering Better Results and Efficiency (DOBRE). DOBRE will work in seven target Oblasts: Dnipropetrovsk, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil. DOBRE will select and provide direct assistance to 75 consolidated communities in these Oblasts.
DOBRE will direct most of its technical and financial assistance at the local level, specifically enabling newly formed consolidated communities to better manage resources, increase the quality of public services and stimulate the local economy. Partnerships across civil society, the private sector, and government will provide tangible results through new economic opportunities and better managed local services. The achievements of this model of governance will provide an example to other communities in Ukraine, and broaden the impact of decentralization and successes of amalgamated communities among the other communities.
The consortium of DOBRE program led by the Global Communities includes Ukraine Crisis Media Center, the Association of Villages and Rural Settlements (VASSR), Social Boost, Foundation in Support of Local Democracy (FSLD), Malopolska School of Public Administration at the Krakow University of Economics (MSAP/UEK), National Democratic Institute (NDI).
