Overview

On 30 August the Ukrainian parliament took the first step towards constitutional reform by approving a new text of the constitution in the first reading. The panel will examine its two key components: the rule of law and decentralization. Can the new constitution restore trust in the judicial system and ensure the independence and efficiency of the courts? Which administrative functions will be devolved to local and regional governments and what financial resources will be available to them?
